I did try this, and it was the same symptom.

This user had 1 send/receive when I first setup the account, then after that it stayed disconnected.

I might apply that GPO though, I have had a few random occurrences of that error on my server, but no degradation of functionality and no pattern as of yet.

Once it starts happening I think there's a 2 hour window before the MAPI sessions time out and things go back to working again, but after that it shouldn't happen again. In my case the users were using laptops and docking stations too. I don't think I've had any issues with desktops. They were clean installs of Office 2007 too, no upgrades from 2003. If the settings migration works though that's good, and I hadn't found that fix before.

Did you try disabling cached exchange mode for shared folders? I put a post together (http://techierambles.blogspot.com/2008/09/outlook-2007-stuck-disconnected.html) a while ago because our laptop users running Outlook 2007 kept getting stuck disconnected. Supposedly there's an issue with MAPI session limits, and a possible server fix as well. It's KB 842022, http://support.microsoft.com/kb/842022. I just set a GPO to disable cached exchange mode for shared folders in Outlook and haven't seen the problem come back since.
